HAK ASASI MANUSIA DI TENGAH KEBERAGAMAN: TANTANGANIMPLEMENTASI DALAM MASYARAKAT MULTIKULTURAL

Abstract
Indonesia, a culturally diverse country comprising more than 1,300 ethnic groups and 700 languages, faces numerous challenges in the implementation of Human Rights (HAM). This diversity, on the one hand, provides richness, but on the other hand, has the potential to create conflicts between generally applicable human rights principles and local social and cultural norms. This study aims to examine the challenges in the implementation of human rights in Indonesia's multicultural society, identify existing obstacles, and formulate relevant adaptive strategies. This research employed a juridical-normative method, with a qualitative literature study methodology. The research findings indicate that the main obstacles consist of cultural resistance to universal values, religious conflicts, weak law enforcement, and low understanding of human rights. In addition, social practices and religious dynamics that can hinder the fulfillment of basic human rights were identified. The conclusion of this study indicates that the implementation of human rights requires an integrative approach through strengthening institutions, especially the National Commission on Human Rights (Komnas HAM), developing intercultural dialogue, and internalizing the value of Bhinneka Tunggal Ika (Unity in Diversity) within the existing legal framework. Improving understanding of human rights in a local context is also an important step towards achieving inclusive justice in Indonesia's diverse society.
